Failed to build lanms-neo Polygon3 - python

I have been trying to install paddleocr but the code exits with this error. I have tried multiple versions of VS Build Tools but the problem persists. Can someone help me solve this error, I have copied the error and output that the code exits with.

To get rid of polygon3 and lanms installation issue do this :-
!apt-get update && apt-get install -y build-essential

Installing qdldl for Python creates a Cmake CMakeLists.txt 4 error

I've been trying to install qdldl in a virtual machine.
It seemed like the issue was because I did not have the correct version of Visual Studio, but I've downloaded multiple versions of it now and it fails on all of them. I've also downloaded the Visual Studio Build Tools and tried versions 2015 to 2022.
I downloaded CMake as well. I'm getting the following error:

I've already tried pip install -- pre -U ripser which worked for sklearn but it wasn't working for this
any advice would be appreciated.
I have since installed ripser by deleting python and reinstalling as version 3.8.7. A lot of packages are not supported on python 3.9.1 and so installing things can be more difficult. On the older version of python i was able to reinstall all my packages with no issues.

How do i resolve this ildoonet / tf-pose-estimation installing issue for windows 10

enter image description hereI was installing the packages on my conda environment in order to run the pose estimation according to the tutorial from https://www.youtube.com/watch?v=nUjGLjOmF7o&list=PLX-LrBk6h3wQ17z1axCOAS1QVS1dvTEvR and the github page https://github.com/ildoonet/tf-pose-estimation where u have to run the requirement.txt file to install the 3rd party packages for it to run in the end $ pip3 install -r requirements.txt.
I had 3 errors. the first was missing Cython package that I already found and installed. The 2nd was an error: Error Microsoft Visual C++ 14.0 is required that i resolved going here https://medium.com/#jacky_ttt/day060-fix-error-microsoft-visual-c-14-0-is-required-629413e798cd and installing the necessary packages in the visual studio c++ build tools. But i came across a new error that even i can solve. I would appreciate any help. The error came on my anaconda prompt:

Is there a visual studio c++ build tool install error ?
pycocotools is for linux, since you're using windows 10
instead of using: pip install pycocotools
use this: pip install pycocotools-windows
https://pypi.org/project/pycocotools-windows/
