What seems to be the problem?
PD: I'm using a late 2014 MacMini with Monterey OS.
I got this solved. It seemed the error had to do with python certificates.
In macOS just open Macintosh HD
Now Select Application
Then Select Python folder (Python3.6, Python3.7 Whatever You are using just select this folder)
Then, double click on Install Certificates.command.
Now your error should be solved.

I'm trying to upload example from dash documentation.
When I try (with PyCharm)

I think you should check whether you're using the same Python interpreter and Pandas version in both Jupyter and PyCharm.

Before I begin here is my code in Python, for which I am trying to download an image from the web (I am just getting use to Python, not for any specific reason).
