I am trying to pip install packages required for point cloud processing but I get these errors:
ERROR: Could not find a version that satisfies the requirement pclpy (from versions: none)
ERROR: No matching distribution found for pclpy
WARNING: You are using pip version 19.2.3, however version 19.3.1 is available.
You should consider upgrading via the 'python -m pip install --upgrade pip' command.
Although I updated the pip I got the warning as well. Thanks

As you can see in the pclpy official site, currently it does not work with Linux. Assuming you're using Linux, that explains the error you encountered.
For point cloud processing library in Python, you might want to have a look at Open3D. To install it, you just have to type pip install open3d in your terminal.
To read point cloud data in and write it out, you can just use a few line of codes:
import open3d as o3d
pcd = o3d.io.read_point_cloud('./input.pcd')
o3d.io.write_point_cloud('output.ply', pcd)
It's very easy to use and contains very good tutorial. Hope it helps!

There could be multiple reasons behind these errors. I think you should first check if you have ROS1 installed on your system. Since you're going to use Python3, you'll have to install ROS1 Noetic. You can follow the instructions mentioned on http://wiki.ros.org/noetic/Installation/Ubuntu
If you already have ROS1 Noetic on your system, you should check if you've source ROS1 in your .bashrc. If source /opt/ros/neotic/setup.bash is already there, then something went wrong during the installation. You should install ROS again.

Since I've upgraded my MacOs to Big Sur I'm having some trouble with my data science libraries. I was able to install the numpy and pandas (even though it took an unusual amount of time as stated at this topic). But can't manage to install the Matplotlib.
I've tried three things...
First with the default MacOs embedded Phyton 3.8.2 .
Reinstalled numpy, upgraded pip, but when I've tried to install Matplotlib. I've got the following error:
RuntimeError: Polyfit sanity test emitted a warning, most likely due to using a buggy Accelerate backend. If you compiled yourself, see site.cfg.example for information. Otherwise report this to the vendor that provided NumPy.
RankWarning: Polyfit may be poorly conditioned
Later, I've seen some suggestions here at stackoverflow for similar problems, one suggested to use homebrew, so I've installed Python 3.9.0 through brew. However, when I've tried to install Matplotlib, still got a giant error, when it was trying to install Pillow:
(.......) The headers or library files could not be found for jpeg,a required dependency when compiling
Pillow from source.Please see the install instructions at:

To finish (in almost despair) I've tried to create a virtual environment using venv (& Python 3.8.2) and was able to install NumPy successfully, however, I've got the following error trying to install Matplotlib:

that are not within the EasyInstall build area, and has been aborted.
This package cannot be safely installed by EasyInstall, and may not
support alternate installation locations even if you run its setup

I fixed installing an older numpy version.
pip3 install --force-reinstall numpy\<1.19
It did the job.
For the second error:

It was the missing JPEG library. I do recommend you guys install homebrew.
Solved this problem with:
brew install libjpeg
your easy_install is outdated.so just update your setup_tools by excuting following command:
pip install setuptools==51
then
easy_install --version
make sure your easy_install's version is above 51.
I'm trying to install a package called pyeto. Their website (https://pyeto.readthedocs.io/en/latest/) does not mention any problems regarding the installation and I can't find any installation related problems of other users. I'm doubting what solution I should look for (I would appreciate it to not have to reinstall python). I'm running python version 3.6.8 and the errors are presented below.
If you have an idea on how to solve this issue please let me know. I'm not an expert on how python runs in the background and how packages are installed through pip. Thanks in advance! B.

pip 20.2.2 from c:\users\user\anaconda3\lib\site-packages\pip (python 3.6)
The author hasn't put it on pypi, so pip is treating it as an unknown package.

I'm trying to install an older version of SciPy (either 0.16.1 or 0.17.0), but when I try to use pip I get the result:
pip install scipy==0.16.1
I get the following message
Failed building wheel for scipy
So I found the .whl file here https://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy but the problem is that the version here is 1.0.1, and I can't seem to find any older ones, even in the SciPy website (there are for linux and mac)

I need to use either of this versions because I'm trying to run Theano on a GPU, and the tutorial provided here http://deeplearning.net/software/theano/install_windows.html says this version is a requirement if there is any tutorial that is better and more up-to-date I would be appreciated

As https://pypi.python.org/pypi/django-trumbowyg#downloads shows, there's only a binary package for Python2 at PyPI.
So, you have to install the package directly from the official sources as pointed out by Rishav in the meantime.
Then ask the developer to upload a source package to PyPI and/or build the wheel as universal.
You may also get this error if your company firewall doesnt allow any package from external source. you might need to add a proxy in that case.
