First, check to see if msvcp140.dll (not msvcp140_1.dll) is installed.

Restart your computer and see if it works.
If that doesn't work try copying msvcp140_1.dll into: C:\Users\PCName\AppData\Local\Programs\Python\Python38
If nothing still works, it could be a version issue.
As far as I know, Python 3.8 support requires TensorFlow 2.2 or later.

If you are using 32-bit python,

However, when I try to import my module that contains tensorflow I get ModuleNotFoundError: No module named 'tensorflow'. We can clearly see that tensorflow has been installed by pip3. What's my problem here?
I am new to programming in general and would appreciate some guidance here. I have looked into the PYTHONPATH variable and am trying to understand it. I am also confused with this since I am implementing a virtual environment here. I am using MacOS.
You may be running your jupyter notebook from a different virtual environment. So if you are running jupyter from conda, you need to shut it down, and start jupyter server from terminal with your venv:
jupyter notebook

I have some trouble with the Jupyter Notebook Windows version. I've been tried to download TensorFlow via using this link: https://www.tensorflow.org/install/pip?lang=python3
After the process I just compile it and again it gave me the same error message."ModuleNotFoundError: No module named 'tensorflow'"
In the "venv environment" I already downloaded the Jupyter notebook there too.
I check the kernel list.
