I have a question that includes various steps.
I am parsing a file that looks like this:

I want to make this lines in the file, keys of a dictionary (ignoring the first number and just taking the second one, because it just indicates which number of key should be):
0 987
1 684321
2 098765
3 784658
And this lines, the values of the elements (ignoring only the first number too, because it just indicates how many elements are):
3 890 234 111
2 352 69
1 143
1 43
So at the end it has to look like this:
d = {987 : [890, 234, 111], 684321 : [352, 69],
098765 : [143], 784658 : [43]}
So far I have this:
findkeys = re.findall(r"\d\t(\d+)\n", line)
findelements = re.findall(r"\d\t(\d+)", line)

The regular expressions need more exceptions because the one for the keys, it gives me the elements of other lines that I don't want them to be keys, but have just one number too. Like in the example of the file, the number 43 appears as a result.
And the regular expression of the elements gives me back all the lines.
I donĀ“t know if it will be easier to make that the code should ignore the lines of which I do not need information, but I don't know how to do that.
I want it to keep it has simple has possible.

Now you just have to put it together ! Iterate through keys and values.
Once you have the lines in a list (lines variable), you can simply use re to isolate numbers and dictionary/list comprehension to build the desired data structure.
Based on you example data, every 3rd line is a key with values on the following line. This means you only need to stride by 3 in the list.
findall() will give you the list of numbers (as text) on each line and you can ignore the first one with simple subscripts.

You could also do it using split() but then you have to exclude empty entries that multiple spaces will create in the split:

This yields

The idea here is that every "keyline" is only composed of two numbers with the second being the soon-to-be keyword. The next line is the valueline.

Things to notice:
ID type is int
next type is a string with numbers separated by ; if more than two numbers
I would like to filter the rows with no next in the ID
For example in this case
420 has a follow up in both 390 and 50
380 has as next 880 and 222 both of which are not in ID so this one
540 has as next 380 and 111 and while 111 is not in ID, 380 is so not this one
same with 50
In the end I want to get
1 380 40 880;222
4 520 19 810;111
6 22 3 11
With only one value I used print(df[~df.next.astype(int).isin(df.ID)]) but in this case isin can not be simply applied.
How can I do this?

The following solution first creates a map of each department and it's maximum corresponding item (assuming there is one), and then matches that item to a department with a blank item. Note that in your data frame, the empty items are an empty string ("") and not NaN.
Create a map:
values = df.groupby('Department').max()
values['Item'] = values['Item'].apply(lambda x: np.nan if x == "" else x)
values = values.dropna().reset_index()

Then use df.apply():

In this case, the new values will have brackets around them. They can be removed with str.replace():

How to edit the code to convert text file to excel file without deleting the spaces between data?
This code below deletes the space in each line.
I mean to convert the file to Excel Sheet without any modification to the original file.
The spaces stay spaces and all other data stays the same format.

If you have fixed-length fields, you need to split each line using index intervals.
For instance, you can do:

In csv file if the line start with # sign or it is empty, I can remove or ignore it easily.

You can use the string strip() function to remove leading and trailing whitespace first...

I have a text file which has varying row and column sizes. I am interested in the rows of values which have a specific parameter.
