The issue that you are facing is because of a permission error. This is likely because you have not run the command line prompt as an administrator. So, the best thing to do is right click on the command line icon, and run as administrator. Once you've done that, continue normally and install requests using pip install requests. Normally, when you try to install python packages in the main python installation, this error occurs, because you need admin privileges in order to write to anything in Program Files.
That should solve the problem. However, what would be a better option would be to install the virtualenv package, and then have localized installation of packages, so that you can avoid these messy installations that require special rights.

I cannot install sklearn, numpy, and scipy on Windows 10 command Prompt to use on Python 3.6

I have Python 3.6 correctly installed and have been working on Eclipse. But I cannot use the libraries. Every time I import them I get an error message:
Traceback (most recent call last):

When I tried installing sklearn, numpy, and scipy, I type in the following into Windows Command Prompt:
"pip install numpy", "pip install scipy", or "pip install sklearn".
However, I get an error message every time. For example:

My real question here is how do I fix these issues, and install these libraries correctly, I have spent a whole day trying to fix this in different ways, including: installing the libraries from inside Eclipse, through Window>Preferences>Interpreter>Python Interpreter>Install with pip
, Uninstalling and Reinstalling Python, attempting to use the easy_install <package> command.
Please help.
right click on the windows button on bottom left of your screen.
Then go to "Windows PowerShell(Admin).
There you try your pip installs. It will definitely work. I think you don't have the admin access that is why you are seeing.

Just open the cmd with admin as user.Hope this helps.

[I don't really know too much about Command Prompt or folder permissions, so providing the commands would be nice :)] Thanks in advance once again
-A programmer that's just starting out
I found out the answer.
Here's what to do:
1. Open Command Prompt as Admin (Search for cmd in the start menu, right click and Run as administrator)
2. Type the following in: takeown /f C:\
3. If the operation was succesful, close Command Prompt and go to This PC.
4. Right click on the C:\ drive.
5. Click on Properties. 6. Click on the Security tab at the top of the window.
7. Go to your username and click Edit.
8. Tick the Full Control box.
9. Save it.
10. Run the command again. If this persists, the takeown command might not have executed correctly.

What do I need to do so that pip successfully installs packages?
BeautifulSoup is for Python 2 only. For Python 3 install beautifulsoup4:
pip install beautifulsoup4
The second problem seems obvious: you don't have write-access to C:\\Program Files\\Python36\\Lib\\site-packages and subdirectories.

Many thanks.
This permission error arises when pip (running as a non-Administrator user) tries to upgrade a package that was installed by an Administrator user. There are two main workarounds:
Run the upgrade command using an Administrator command prompt.
Install TensorFlow into a virtualenv owned by the non-Administrator user.
For me the issue was with my internet connection.
Had lots of slide interruptions which would stop the process and trow those Exceptions.
So summary, Run the terminal as admin and make sure you have no network interruption during the download process.

How do I work with this permissions error, and make virtualenv work properly?
I've always had permission issues when running/modifying the default OSX python interpreter. Currently I use PyEnv (https://github.com/yyuu/pyenv) which installs separate user modifiable python interpreters and together with pyenv-virtualenv (https://github.com/yyuu/pyenv-virtualenv) it works like a charm. I've never had issues since the change.
I recently had similar issues setting up a new machine, I found this solution worked best.

TLDR: install a user-modifiable version of python brew install python then you can just pip install.
