Can not upload file in django app - python

I create an application in Django 1.8, in which he wants to add pictures to the gallery.
I have a problem with pictures because in the admin panel, click on the link to get the code 404.

Django Displaying Images Not Found

This has been driving me crazy for 2 days now and I cannot find an answer to this. I have looked through countless posts and cannot get this to work.
I am trying to display a profile picture for a user using Django ImageField in my model.
For some reason it keeps on coming up with 404 not found, even though I can see that the path to the image file is correct.
For example:
My model:

profile_pic = models.ImageField(upload_to='profile_pics/')

This is indeed uploading the image file to the media/profile_pics folder in my root directory.

The static and media settings in my settings file:

It just gives an error of 404 not found, even when I check the source in Chrome or Firefox I can see that correct path is being shown. If I try and click on the image in the source to go to http://127.0.0.1:8000/media/profile_pics/default.jpg I get an error of 404 not found, so Django is clearly not finding the file even though the path is correct.
As I said I have struggling with this for 2 days now and is probably the last thing I need to finish this project off, but I cannot understand what is going wrong.

I've set up everything right, and when I launch:

Getting a 404 error when running my Django server for site

I get the error:
Page not found (404)

Using the URLconf defined in recipe_organizer.urls, Django tried these URL patterns, in this order:

The current URL, , didn't match any of these.
It was working not too long ago but not nothing will post.

Can you access http://localhost:8001/admin/ ?
If yes, then the issue simply is that you haven't defined a URL entry for the root http://localhost:8001/
Something like:
url(r'^$', views.index, name='index'),
should do the trick.
Don't forget to define index in views.py

No css in django admin page

I have just install django 1.7 and recently create new project and application. I have create a new superuser. when I try to login to my superuser account the django administration page appear without css. I do not what's wrong i did. can anyone help me?

In django 1.8 and later, you should also define a 'templates' folder like 'static'.

I followed the instructions at http://django-user-accounts.readthedocs.org/en/latest/installation.html
and http://django-user-accounts.readthedocs.org/en/latest/installation.html
I see the correctly named templates in the https://github.com/pinax/pinax-theme-bootstrap-account/tree/master/pinax_theme_bootstrap_account/templates/account docs, but this error occurs when I try http://127.0.0.1:8005/account/signup/
How can I make these pinax themes work for django 1.7? Thank you
