check out permissions to that folder inside users\DELL\
I always make sure to install the program folder closer to the root c:\anaconda**

Jupyter Kernel ImportError : DLL load failed: %1 is not a valid Win32 Application

I've tried to follow the solutions proposed by previous questions with a similar issue but to no avail. I've (to the best of my knowledge) uninstall python and anaconda numerous times and reinstalled the 64 bit version (I am running a 64 but OS) but the issue persists. Here is the unhandled error of my kernel.

Absolutely! Try conda uninstall jupyter notebook in the CLI and then install it again using conda install jupyter

Jupyter Notebook Dead Kernel after reinstalling pycharm

I had to reset my Windows 10 PC, reinstall python, jupyter and Pycharm, but kept my notebooks. When I run the jupyter server, it shows the notebook but the kernel is dead and the console shows the following error. How can I make the kernel work?
