I tried both pip and pip3
You need to download MPFR source code and compile it. See installation manual: https://gmpy2.readthedocs.io/en/latest/intro.html#installation

In the end I fixed it by installing libisl, then going into the install location, locating libisl.so, and creating a symlink to point libisl.so.19 to it - by doing ln -s libisl.so libisl.so.19
MAC OS Catalina(10.15.1) seems to have created some problems for building code that uses gcc. I am trying to build a python application which is running into the following error.

I tried every suggested install of python-dev and libssl etc. I could find by googling (this, and this, and this just to name a view). I also tried installing it using python2.7 and 3.6 Unfortunately nothing worked for me.
Maybe anyone knows this Problem?

Just follow the Instructions, but for me I had to manually check out the Charm-0.50 dev branch and then install this version.

I think this may solve your problem:
sudo apt-get install python3-dev
But I cannot guarantee that this will work 100% :-)
